The quests and the story for the ex-Soviet Baltic Sea area are set in the red portion of Lamoot's map (which so far seems to be adopted by the developer community) excluding Poland. Lamoot's map is hereinafter referred to as the "world map"; the region in question is referred to as the "red area".

Notes on red area geography

Landmass: is entirely covered with ice and snow, possibly, 10m thick.

Water: Gulf of Riga is fully frozen. In average 50 miles from the shoreline, the Baltic Sea is frozen as well.

Temperature: averagely, -25° Celsius.

General background notes

The WWIII has destroyed the then modern macro-society, thus giving a chance to its smaller groups and even individuals who survived the war, to build a new society from a scratch and tailor it to their needs. After the bombs stopped falling, the miserable remnants of humanity were only interested in the basic post-war survival in the nuclear winter that ensued (like providing for food, making things, building cold-proof habitats, searching for drinkable water (it's impossible to drink water from melted ice or snow), heat generators etc.), unable to think of anything more complex.

However, as the years passed, the survivors got accustomed to a thought that they have seen the dreaded WWIII and lived to tell the story. It was still obvious that the horrific consequences of war could still kill them, but they have survived the worst. Eventually, the primitive survivor colonies have come into a contact with each other, first alliances were born, first trade caravans have been sent (however, inter-colony communications have not been yet established) and first post-war local conflicts took place.

Post-war strategic assets

Needless to say, that the post-war prosperity of each individual, group and even faction strongly depends on the conditions they find themselves in after the war. These conditions actually constitute the strategic assets of the survivors. Assets that make the difference:

  1. Access to pre-war technology, inventory and weaponry.
  2. Ability to scavenge/produce vital goods.
  3. Proximity to natural food resources, fresh water and a reliable energy source.
  4. Colony population size and its efficient organizational structure.
  5. Ability to travel in the freezing wilderness.
  6. Communications.

It is obvious, that in this situation only settlements founded around former big cities have the best chances for survival.


Following factions are currently active (bold are most prominent and relevant to the red area of PARPG world map):

Plot Overview (subject to overhaul in a few days)

The Rise of a Snow Giant

The world-wide destruction wrought by WWIII, was seen by a small yet ambitious group of surviving Estonian people as a good chance to re-build the society and tailor it to their own needs. In the beginning, their ambitions were shared only by a very limited group of survivors of ethnic Estonians, whose numbers were not obviously sufficient to do anything, but struggle for life. However, in the years that followed, this group managed to get access to the majority of the resources that were available in the vicinity of Tallinn, and secure them for themselves. Considering Tallinn used to be the Silicon Valley of the Baltic before the war, as well as a major seaport of the region, they have managed to scavenge/produce enough goods (generators, machinery, heaters, fuel, fresh water, food, medicines, weapons/warfare, warm clothes) to maintain a relatively stable level of existence, and even attract a lot of followers to their cause along the coast and further in the continent... "to build a better snowland", as they said.

In reality that actually meant that the less lucky part of the survivors were forced either to confront them or trade with them. Eventually, this kind of situation sparked first violent conflicts between the survivors of the Tallinn region. However, the group that held the most of the strategic assets (see Strategic Assets section) was considerably stronger than the others and soon the conflicts had ceased because nobody could have seriously confronted the enemy who was supplied far better than anybody in the region. Soon after that, the superior faction had a choice, whether to co-operate with the rest of the survivors, or not. Finally, they chose to barter their goods in exchange for the allegiance of the people who needed them.

And that was the time when the leaders of the strongest faction have come to realize their leading role in the region, as more and more survivors flocked under their banners. However, their appetites for domination grew even faster than their actual influence. They now wanted more than a mere survival and a simple allegiance of small and scattered isolated communities – they wanted to secure their position in Baltic, as well as they wanted to explore new “scavengeable” locations to claim them for themselves, before somebody else could do it. But that goal implied strong motivation from the masses, as well as a reliable organization model. The faction named themselves “Baltic Rebirth Front” (referred to as “BRF”) and adopted an extremely authoritarian methods of management, but the strong self-motivation was still lacking. However, as it is well-known, one of the best ways to motivate the masses is to show them a common enemy. Unfortunately, there was none until 2005, when BRF’s zone of influence has come into a contact with the survivors of Kaliningrad enclave (see below), and the suitable enemy was found. Leaders of BRF used the opportunity to declare Kaliningradians to be the Nemesis of Estonians and all Baltic peoples. Their key argument was that USSR had violently occupied Estonia in XX century (and Kaliningrad enclave embodied everything Soviet). BRF has also elaborated and proclaimed that the all individuals divided into four groups:

  • those of pure ELL ethnic origin, as the Sovereigns;
  • those who side with them, as Vassals, Servants and Soldiers;
  • Russians/Soviets, as the ultimate Enemy to be extinguished from the face of the Earth;
  • other people.

As every person that finds himself in the endless and desperate fight for survival (such as, in the post-war world) needs faith – the BRF followers were in the desperate need of something to believe in (the more blindly the better), and have happily accepted that kind of ideology, no matter how controversial or extremist that could have been. However, that was only the beginning of what might later be regarded as fully-fledged neonationalism (not covered in the game). In any case, that plan worked – the motivation was found, which has also greatly contributed to the reputation of BRF amongst its followers.

As noted above, the virtues and benefits of BRF are not for everybody. BRF only cares for those of they see as friends. Everyone else is regarded with a bit of contempt, except ethnic Russians who happened to live on the ex-Soviet territory of Baltic States during Soviet era, who are utterly hated and hunted.

Based in Tallinn, their goal is now to unite (see below) all the survivors on the territory of the former Soviet Baltic republics (who have widely supported them before the WWIII), and create a major power in the Baltic region based on their officially adopted doctrine.

Kaliningrad Enclave Resists

Be it true or not, however, there is another major faction, rival to BRF in the region. This group is the former USSR enclave – Kaliningrad and the surrounding area, survivors of which have formed their own organization to withstand together the horrors of the post-apocalyptic world. Although the Russian enclave territory has always been significantly smaller than ELL in all aspects, thick stone walls of numerous ancient fortifications which remained in/around the city secured for the surviving inhabitants a reliable shelter against the harsh climate, as well as greatly improved the defense capabilities of the settlement.

In the early 90s, purpose of this Kaliningrad-based organization was to provide shelter and aid to the scattered survivors in the region, in return for their labour and cooperation, which has led to its prosperity over a few years. Almost as BRF (see above), Kaliningrad colony also had an ample supply of all kind of necessities salvaged from the surrounding ruined territories or managed to produce them. However, Kaliningrad group was neither that rich, nor populated to attract as many followers as BRF.

As each of these two factions grew, their zones of influence expanded and eventually, they have come into contact with each other (circa 2005), and that was when the first systematic conflicts (same as war) began in the region. Both factions had enough men and weaponry to wage war effectively against each other, but the Kaliningrad enclave group was soon severely outnumbered by its enemies, and forced to withdraw to its home base to lead a defensive fight. The situation was also aggravated by the fact that BRF had significantly more advanced technology at their disposal than Kaliningradians.

However, even in this dire situation, the defenders of Kaliningrad have managed to fend off the BRF attacks for a few years thanks to the availability of large numbers of ancient fortifications scattered across the area. Moreover, BRF was not in the position to maintain sieges for a long time, as the BRF attackers had to bring large amounts supplies with them to do so, which was almost impossible in the given situation.

After a few bloody but useless fights to capture Kaliningrad, the BRF has first decreased and then stopped their attacks (2008), but has established frequent patrols across the area to monitor Kaliningrad activities and, if possible, find and disrupt their supply routes.

However, BRF could not tolerate the close neighborhood of their hated rivals, and surely did not abandon their plans to overthrow the last outpost of USSR/Russia in the Baltic region. Therefore, BRF had to find some means to fight their enemies. Soon, it was decided that the best solution would be to redirect the efforts to the unification of all the surviving people of ELL under one proud banner of Estonian BRF instead of wasting men, ammo and supplies again. That plan had two obvious advantages:

  • BRF would get a united fighting force,
  • BRF could significantly bolster its presence in the Baltic region.

If successful, it was obvious that even behind the thick castles’ walls Kaliningradians would not last long against the full frontal assault launched by the united numbers of the ELL forces led by BRF. However, BRF still had to find some efficient way to unite the survivors of ELL (see The Unification Plan below).

Dark times are now ahead for the Kaliningrad enclave, and this is when the player enters the scene.
