This is the bare bones. I haven't even pulled it into the different sections yet.

Trader stop hote set up in the west-most part of the Helsinki Metro system. Fairly important trading stop, named for the Finnish underworld. Inhabitants renamed themselves after finnish folklore figures to help build up some mysticism and reputation. The people are odd, because they don't see the world like normal farming folk do. They have strange expressions and references, or don't understand normal phrases from villages.

The original inhabitants went down there to escape the nukes. They named it Tuonela because they are underground and it seemed appropriate. They make their money by providing rest, shelter and protection to traders, as well as scavenging whatever they can from old Helsinki. They also make money trading, because they can buy and sell goods from many traders.

They produce goods from the cheap raw materials they buy: small distillery, a forge, perhaps even a gunsmith. Tar production, perhaps. Ukko, the leader, acts as king/mayor, organising salvage operations, managing trade, setting prices etc.

Guards, with traditional names like Tursas (a sea monster), Tuoni (god of death) and Surma (personification of violent death).

It's about as far away as you can get on the map, and it's not even closer to the south, so it's quite the trip. As a reward, however, it's got the best of pretty much everything. Russian gear left out in the city (the bits that haven't been scavenged already) even military vehicles, items from everywhere are available, all in all, quit prosperous.
